Various state agencies utilize the services of private companies to provide temporary workers as needed. These individuals provide a variety of clerical, data entry, and word processing services on a temporary basis. Temporary service contracts are needed to perform services in eight cities around the State. Those cities are: Billings, Butte, Bozeman, Great Falls, Helena, Kalispell, Miles City, and Missoula.
Temporary workers will be assigned various tasks with the majority of work to be general clerical duties. The specific types of workers for this contract are - limited experience clerical, experienced clerical, and advanced software specialist.
Please note: Temporary workers shall be provided to the requesting agency/department for a maximum of three months or 480 hours, as required. (State agencies should use the modified FTE process for temporary employment requiring longer terms.)
**NOTICE** When a temporary worker is engaged by an Agency, the Supervisor must send a notice to their Human Resources Officer with the following information: 1) the worker's name; 2) the estimated time limit of the assignment: and 3) whether the temporary worker is a PERS retiree.
Patient Protection and Affordable Care Act provisions contained in Amendment 3 allow for additional costs for healthcare insurance. Example calculation for additional costs (contract section 16.6)based on the following assumptions: 1) the monthly premium is $300 per month; and 2) the contractor pays 50% of the total monthly premium. These calculations will have to be revised to reflect the true numbers:
- For this purpose, the “actual cost of coverage” equals the cost of coverage determined for purposes of compliance with the continuation of coverage requirements under the Consolidated Omnibus Budget Reconciliation Act of 1986 (COBRA), reduced by the 2% COBRA administration fee
Premium for Healthcare Coverage = $300 per month (total amount including employer and employee contributions)
$300 x 2% COBRA admin fee = $6
$300 - $6 = $294 per month
- further reduced by the portion of such cost paid by the individual electing coverage, which shall be no less than 50% of such cost
$294 per month x 50% employee contribution = $147 per month used for calculating State's responsibility to the contractor
- The actual cost of coverage shall be determined on a payroll period basis and paid only for those pay periods during which the individual performing services is enrolled in Contractor's medical plan.
$147 monthly rate ÷ 30 days = $4.90/day x 7 days (payroll period) = $34.30 per week
- the fees paid to Contractor by the State are revised to include an additional fee in the amount of ten percent (10%) of the actual cost of coverage attributable to those individuals who perform services for the State
$34.30 x 10% = $3.43/week additional fee billed to the State.
