General Services Division Mission
The General Services Division's mission is to deliver professional and responsive internal services to government agencies and the public while maximizing effectiveness and minimizing costs in the areas of facilities management, public procurement, printing, mailing, and surplus property management. The Division is organized into the following four Bureaus:
State Procurement Bureau
Goal 1: Establish a contract management database for all bureau solicitations.
Objective: Create a central database for tracking and reporting of all bureau solicitation and contract management activities by 2008.
Goal 2: Participate in cooperative procurement opportunities through the Western States Contracting Alliance.
Objective: Review each cooperative contracting opportunity for possible participation to lower overall cost to the state for supplies and services through the 2009 biennium.
Goal 3: Promote the use of the procurement card programs to reduce transaction costs.
Objective: Provide information through newsletters and policies to increase the usage of the procurement card programs by 10% by 2008.
Goal 4: Implement a litigation fund to pay for procurement related litigation costs.
Objective: Reduce the financial burden placed on agencies and the state procurement bureau when vendors elect to protest against the state's application of the procurement act by 2008.
Facilities Management Bureau
Goal: Perform facility condition inventory reviews on all state Capitol Complex buildings.
Objective 1: Create short and long term maintenance projects by building on a two year cycle.
Objective 2: Prioritize the maintenance projects throughout the Capitol Complex and resolve as budget allows through the 2009 biennium.
Print and Mail Services Bureau
Goal 1: Migrate from offset printing to digital printing.
Objective 1: Reduce cost by gradually moving to digital printing.
Objective 2: Decrease offset printing by 20% by the end of the 2009 biennium.
Goal 2: Obtain the lowest rates for postage based on USPS automated mail.
Objective 1: Educate agency staff on the requirements for mail addressing and preparation to receive the best postage discounts.
Objective 2: Install Fastforward software to our mail equipment to update addressing at the time of mailing to reduce the cost of undeliverable mail due to client's relocation by 2009.
Property and Supply Bureau
Goal 1: Support an online procurement site for commonly purchased items.
Objective: Provide the online vendor supply website functionally to all agencies to reduce costs when buying contracted office supplies and paper by 2008.
Goal 2: Realize the maximum monetary return from the sale of state surplus property using online auction website services.
Objective: Support a web access surplus property online auction site and increase the percentage sold on the internet by 100% by 2008.
Goal 3: Implement an electronics recycling program.
Objective: Establish an electronics recycling program to properly recycle these items to prevent their disposal into the landfill by the end of the 2009 biennium.
