General Services Division (GSD) provides certain internal services to government agencies and the public through four program areas: Capitol Facilities Management, Real Property & Leasing, State Print & Mail, and Surplus Property & Recycling. Other central services include providing for and overseeing security for the Capitol Complex, access control and ID badges, business and integrated systems, venue management, permit administration for events, solicitation, and drones, and flying flags for purchase.

The Capitol Facilities Management (CFM) maintenance team performs a variety of services for State owned buildings in Helena. CFM provides the following services for state agencies in the Capitol Complex (State owned buildings within a ten-mile radius of Helena) either directly or through the administration of service contracts: security, identification cards, access control, facilities repair, maintenance, construction, utilities, energy consumption monitoring, disaster response and recovery, space allocation, janitorial, pest control, grounds maintenance, recycling, and solid waste collection.

Real Property and Leasing (RPL) negotiates and manages leases for state agencies throughout the state. RPL manages 77.0% of all state leased space in Montana. The RPL program serves State agencies by providing safe and accessible space throughout the state. A State agency may not lease, rent, or purchase property for office space, or other building space without the prior approval of the Department of Administration (MCA 2-17-101 (2)). General Services has established parameters that must be met before the Department will approve a lease. Although compliance with these parameters doesn't guarantee approval of a lease, it generally expedites the process. RPL currently administers approximately 400 leases statewide, comprising nearly 1.7 million square feet of office, laboratory, storage, and specialized space.

State Print & Mail, located in Helena, serves as the centralized, secure in‑plant print and mail operation for agencies. It ensures the consistent, efficient, and high‑quality delivery of printing and mailing services across state government. Under MCA 18‑7‑101, it is authorized to manage public printing and mailing for state agencies and may also extend services to cities, counties, and municipalities.
Services include internal and external (procured/contracted) printing, preflight and graphic design, print automation, document services (scanning), managed print services, mail preparation, central mail operations, and interagency (deadhead) mail. SPM also operates the United States Post Office in the Capitol.

Surplus Property and Recycling (SPR) manages both the state and federal surplus property programs, making surplus property services available to all city, county, and tribal governments in Montana. SPR also manages recycling contracts. The Surplus Property & Recycling Program is designed for donees (state agencies, city/county, police, fire, and non-profits) who qualify for the surplus program to buy surplus as needed at a set price.
Surplus screens and picks up federal surplus property from the Department of Defense and other federal agencies. This program is only available to state agencies, local governments, schools and eligible non-profit organizations. Surplus property is also offered for sale on our internet site at publicsurplus.com. This bidding site is open to both the general public and the donees. The public can also purchase surplus property at the monthly garage sale and the annual vehicle and equipment auction.
